Victor Kalashnikov (Son of Mikhail Kalashnikov) and Alexey Dragunov (youngest son of Evgenij Dragunov – designer of the SVD sniper rifle) were the design team that developed the Bizon submachinegun at the request of the Russian Ministry of Internal Affairs (MVD). The intent for the weapon was that it be compact and capable of a high volume of accurate close-in fire for counter-terrorist and law enforcement units. The basic receiver is that of the AKS-74U, stamped from sheet metal and shortened to accommodate the shorter 9x18mm round. The gas system has been removed and the weapon operates with a simple blowback action. The firing mechanism and controls are taken directly from the AKS-74, making the Bizon a closed-bolt, hammer fired system.

     The feed system is a “helical” magazine design. The ammunition is carried in a spirally slotted carrier at the center of the cylindrical magazine body. Spring pressure drives the slotted carrier, moving the ammunition along a spiral to the feed lips at the upper rear. The 64-round magazine capacity was selected as 64 is a multiple of 16, and 9×18mm Makarov rounds are packaged in boxes of 16. The magazine slots into a groove underneath the front sight of the weapon and is secured with the magazine catch at the rear. This very secure magazine attachment allows it to be used as the front grip when firing the weapon.

     The folding stock and horizontal magazine allow the Bizon to be very easy to conceal under a coat or jacket. The magazine also gives a reasonably high volume of fire while still maintaining a slim profile.
