The Woodhull was built on a converted Winchester Model 1910 Caliber .401 self-loading rifle receiver as well as a number of parts. The conversion included rebarreling to .45 ACP but only included a relatively small (for a submachine gun) magazine capacity of 10 rounds. During testing, the weapon only fired a total of 413 rounds. It was considered well made and well finished, but the mechanism, particularly the trigger system, was overly complicated. Under muddy conditions, the weapon did not function well. The Woodhull was not easily designed to be produced in the mass quantities required by wartime and it was not recommended for further development.
